Call for Experts – Financial & Administrative Officer (40% FTE) for the JOB INFO Center Association (JIC Association

JOB INFO Center Association (JIC Association) is looking for a Financial & Administrative Officer to support our financial, administrative, and governance processes.

JIC Association brings together 12 member organizations operating 11 Job Info Centres across Serbia, working to strengthen the quality, visibility, and accessibility of career guidance and counselling services nationwide.

1.Background and context

The JOB INFO Centre Association (JIC Association) is a voluntary, non-governmental, non-profit association established to advance the field of career guidance and counselling (CGC) and support employability services across Serbia. The Association brings together 12 local organizations that implements so far 11 Job Info Centres in major cities, forming a unified professional network with shared standards, objectives, and methodologies.

Mission

To strengthen the quality, visibility, and availability of career guidance and counselling services (CGC) across local communities, enabling individuals—youth and adults—to acquire skills for effective career management and improve access to labour market opportunities.

Vision

A nationally recognized, professional, and sustainable network of Job Info Centres is providing standardized, high‑quality CGC services, integrated into national and local policies, and supported by stable funding mechanisms.

Objectives

The Association aims to:

  • Improve the quality and practices of career guidance and counselling.
  • Ensure access to high-quality CGC services for individuals in local communities.
  • Support local actors (schools, employment services, vocational institutions) in CGC delivery.
  • Strengthen professional networks of career practitioners.
  • Facilitate joint fundraising and access to public funding.
  • Promote institutionalization of CGC services nationally and locally.

Membership

The Association is composed of registered civil society organizations that implement the Job Info Centre model within their communities. Membership is approved by the Assembly and is maintained through active provision of CGC services and participation in the Association’s governance processes.

The Association’s governance structure includes the Assembly of member organizations, the Management Board (Upravni odbor), and the President of the Management Board, who is also the legal representative.

Within the E2E 2026 pilot phase, the JIC Association is developing its operational, administrative, financial, and governance capacities to implement delegated tasks and prepare for full fund‑management readiness.

Objective and Scope of Work

The Financial & Administrative Officer (F&A Officer) will support the operational functioning of the JIC Association by implementing financial and administrative procedures, maintaining accurate documentation, supporting governance bodies, and ensuring compliance with internal rules and donor requirements. The position ensures that JIC Association’s activities are executed in line with the internal Statute, financial procedures, decisions of the Management Board, and requirements of ongoing project frameworks.

The Officer will work closely with the President of the Management Board (as direct supervisor) and the E2E Financial Capacity Builder (as mentor), contributing to the establishment of stable, transparent, and compliant administrative-financial operations.

2. Tasks

The F&A Officer is responsible for:

Financial Administration

  • Supporting the execution of financial transactions in accordance with internal decisions and approved project budgets.
  • Preparing and maintaining financial documentation (invoices, contracts, payment records, supporting evidence).
  • Maintaining financial logs, registers, and documentation archives.
  • Supporting the preparation of periodic financial reports for the Management Board and project partners.
  • Assisting in the implementation of the Association’s internal financial rules and procedures.

Administrative Support

  • Supporting the preparation and organization of meetings of the Assembly and Management Board.
  • Preparing drafts of minutes, summaries, and administrative records.
  • Maintaining Association documentation (general acts, membership records, decisions, archives).
  • Ensuring proper internal communication and timely dissemination of documents.

Internal Control & Compliance

  • Applying internal control steps defined by Association procedures (document completeness, correctness checks, segregation of duties).
  • Ensuring documentation is aligned with statutory obligations and decisions of Association bodies.
  • Supporting compliance with donor and project requirements, including administrative documentation standards.

Support for Governance Structures

  • Assisting the President of the Management Board in matters requiring administrative or financial preparation.
  • Preparing material for decision-making processes (drafts, supporting attachments, documentation summaries).
  • Ensuring that decisions, rules, and procedures adopted by governing bodies are implemented and properly recorded.

Documentation & Filing

  • Ensuring secure, systematic, and accessible archiving of documentation (hard copy and digital).
  • Maintaining consistency with statutory requirements on transparency and record-keeping.

Operational Support to Projects

  • Supporting administrative and financial aspects of ongoing projects implemented by the Association.
  • Coordinating with project partners regarding required documentation and reporting.

3. Requirements:

  • Bachelor’s degree in finance, accounting, business administration, economics, or a related field.
  • Experience in financial administration, NGO finance, or donor‑funded projects is an asset.
  • Understanding of Serbian administrative and basic accounting frameworks.
  • Excellent MS Excel and MS Word skills.
  • Strong organizational, analytical, and time‑management skills.
  • High attention to detail and accuracy.
  • Integrity and ability to maintain confidentiality.
  • Ability to work independently and within supervision structures.
  • Strong team player with solid communication skills.
  • High levels of integrity and ability to handle confidential information.
  • Highly motivated to learn on-the-job tasks.

4. Timeline, Venue, and Reporting

Level of Effort/engagement: 40% FTE (part‑time)

Period: 1 March 2026 – 31 December 2026

Duty Station: Remote or Belgrade

Supervision: President of the Management Board

Mentorship: E2E Financial Capacity Builder

5. Contracting

The contract will be issued by the JIC Association in accordance with its Statute and internal acts, aligned with Serbian NGO regulations. The contract duration is March–December 2026, with a possibility of extension based on performance and project needs.
